Flanders has a great need for new sustainable school infrastructure. With the public-private partnership project ‘Schools of Tomorrow’, PMV is collaborating on the design, construction, financing and maintenance of some two hundred new school buildings spread across all networks.

Each ‘School of Tomorrow’ is a unique project, based on local needs and vision, and meets all modern requirements in terms of sustainability, comfort and flexibility. The total project value is one and a half billion euros. So the school construction programme is also an important stimulus for our economy.

PMV’s role

PMV served as a consultant alongside AGIOn, the Agency for Infrastructure in Education, for the design and tendering of this large-scale PPP project. Through Schoolinvest, PMV was a shareholder in the project from June 2010 to October 2016.

The project in numbers

The company nv DBFM Schools of Tomorrow was founded in 2010. The first ‘School of Tomorrow’ was delivered in 2014. In 2015, the programme reached full speed with weekly deliveries of school buildings starting in the summer. Since then, more than 160 school buildings have been completed and commissioned. The total project value is one and a half billion euros. The construction phase is financed through a separate construction loan. That construction loan is in turn repaid upon completion of a school building via a long-term loan.

Other partners

  • The underlying shareholders of DBFM Schools of Tomorrow nv are on the public side AGIOn and on the private side BNP Paribas Fortis and AG Real Estate.
  • AG Real Estate COPiD, as delegated principal, is responsible for the operational implementation of the programme. The deputy principal organises the entire design process, construction process and maintenance of each individual school for 30 years. To do so, he calls on 63 teams of architects and more than 20 contractors, among others. Communication with all stakeholders is also a task of the deputy principal.
  • Team Vlaams Bouwmeester is an important operational partner for choosing the designs and advising on their elaboration.
  • Schools of Tomorrow is a cross-network building programme. The relevant education umbrella organisations GO!, KOV, OVSG and POV also have valuable input in the implementation of the projects.
